Operator whitelist
These are the operators we will ever render an affiliate CTA for, and the countries in which we'll render it. The rules are codified in ADR 006 - any change requires an ADR amendment PR with a linked licence certificate.

Why a whitelist?
Denmark, Sweden, Germany, the UK, the Netherlands and Ireland each publish
a public register of licensed operators. We seed our whitelist from those
registers and commit the licence certificate PDFs to the repo under
/docs/compliance/licences/<slug>.pdf. We do not onboard
operators on the basis of their own self-attestation.
